I agree. I just picked up 2 of these last month for my pole barn and have not installed them yet. They have much better specs.
SEERXtreme Series 24000 BTU 25 SEER2 208-230V Mini Split Heat Pump Heating at -15°F WiFi Enabled - Costway
They have some items discounted on the website and they seemed like a decent deal, so I jumped on them.

Is the Harbor Freight 2.5 CFM vacuum pump enough to do this job?

I whole heartedly agree. Bit of stubbornness, I didn't stop until I found it (HD also sells model HCST08287) with HD listing the SEER rating of 17.

Where did you get that one? I really need the -15F feature

Directly from costway, look for the SEERXtreme series. I tried to link the ones I got but it wouldn't let the link be active here.

Having done this work before,It's a bit more than just a vacuum pump but nothing that breaks the bank. You need the appropriate fittings to hookup the vacuum pump to the minisplit, and a vacuum gauge. You'll pull a vacuum on the lines and check for leaks using the gauge. You'll need a large enough hole saw to run the lines. And if you're lucky to have had to drill thru cinder block like me, you'll need quite the hammer drill plus the appropriate masonry hole saw. But 100% DIY'able with the correct tools on hand

I use vivohome kit from AMZ. Just dont over tighten it. Flare kits are also sold there in case you need to extend lines. The lines that come with cheap minisplit are very thin so be gentle. You could buy lineset on AMZ from decent brands but they are pricey.
I have had this brand for 2 years and still going strong.

Yup. I used that to install a pioneer mini split a few years back without problems
