Calling all audiophiles for help. My journey has begun and I think I'm going to buy my first passive stereo setup with the Elac Debut 3.0 6.5 or Stark Sound Beta 5s. Why are people talking about monoblocks for stereo amplification or would this or the ZA3 work perfectly fine? I also already have a Wiim Ultra. I only have a small living room in a 1br apt

A Mono-block is just one channel of amplification. So you would need 2 Monoblocks to drive a pair of speakers.
If you are just getting started, a normal stereo amp will be fine.
Since you already have the Wiim, you don't need a 'bluetooth amp'. Just get the regular amp (with the money you save, you can opt for the larger, 48v power supply and get a little extra headroom out of the thing) :
