Is it two parts? Or the liner itself can be applied onto the lashes? Or is it technically on the lash line so it works that way? Can you tell I'm clueless? lol, thanks in advance.

It is basically an eyeliner but supposedly with added lash serum. You draw it on your eyelid like a normal eyeliner. That's why I don't think the serum works because u not actually applying it all over ur lashes. If you do that, it is gonna be disastrous. The black color is really bold which I really like.
