This eBay seller notes that the watch is "factory refurbished" and "never worn", which... I'm not sure how that works. Is it refurbished or is it a factory blemished unit? By the wording I'm guessing the latter, but I guess I'll find out! The price is fantastic: I've never seen one this cheap.

Following up here for posterity. I got the watch today and it is stunning. It came in a Citizen box but without a manual. It does have the factory price tag still attached, but not the little sticky piece over the glass.
Bracelet and case are pristine, but the sapphire glass front has one teeeeensy little mark on it. I'm guessing that is what made it qualify as refurbished/seconds. For the savings, I am more than happy with it.
