Going 28 with a throttle attached is statute violation many places. I presume this has a throttle.
I would worry about generic junk batteries in any random bike import. Charging way away from anything flammable like a garage is a mediation and also make sure not to trust auto shutoff of junk chargers. whatever the estimated charging time is make sure to unplug exactly then.
