To get the discount, you need to do more than just use Paypal. You have to use something called Paypal Pay Later which means you need to choose that option instead of for example, using one of the credit cards on your account to just outright pay for the purchase. Use the PayPal Pay Later program and you'll get the discount based on how much you purchase:
