There's about a 15% difference in the length of the lever arm at 30° full tilt. Probably less of a difference when taking into consideration the interactions between the various lever arms inside the wrench. So while not perfectly accurate, it can get you in the ballpark if there isn't a straighter way to access the fastener.

flex head on torque wrench should not be a thing for precision.

I learned something today. I thought universals were okay. I guess it's better than not using a torque wrench at all.
