I have the River 3 Plus, and while it was a good enough UPS for my Nighthawk router, it wasn't for my Xfinity modem which defeats the purpose of it as the primary UPS. So now it acts as a secondary UPS for the cheaper traditional lead-acid battery $40 UPS which switches instantly to power the modem and the router as the primary.

What issues are you having that this won't work for your Xfinity modem? It has <10ms switching time on power failure, which is fast enough for any equipment that you plug into it. Make sure you update the firmware to the newest firmware and change the setting to keep plugs on, and to return to the sate the UPS was when the power turned off. (This will ensure if your ups runs out of batteries that it turns the outlets back on when the power is restored). I have 5 of these running my nas/server/nvr/pc/modem/udm pro router etc and none have any issues with keeping things powered.

If that doesn't resolve your issue I'd RMA the unit, as a <10ms switching time should prevent the router from even knowing that power was removed.

When the power went out, the modem would reboot, but other devices like the QNAP NAS, router, network switch, were all fine. After this happened twice, I decided to just go back to the ES-650 for those devices as primary and plugged into the EFR3+ and it's fine now. I have updated to the latest firmware already.

Did you try connecting it to a DC output instead of continuing to use the ac adapter? This should provide 0ms switchover. Just need to buy a car outlet to barrel jack adapter cable.
