The graphics back then were rough, but the game is one of my all-time favorites.. it came with a story book with entries that you read at certain locations.. some of the entries were fake and hilarious. Back then it was more about gameplay and imagination than graphics.

I feel like a large part of that imagination and creativity has been lost in gaming since then, which is unfortunate. The journals/manuals that came with some of the games back then were legendary.

All too often I think it is forgotten that constraints are a big driver of innovation and creativity. When you have, comparatively, unlimited resources in terms of memory and graphics capability you can just show everything, but that doesn't necessarily mean it's better.
I never played the original. There is the remaster, but I haven't gotten around to it.
That said, Wasteland 3 is worth this price. It's a very good game. I put a ton of hours into it. I'm not sure about the Deluxe Edition, but I'm pretty sure the base game goes on sale for less quite often (or shows up in bundles).
I would avoid the Cult of Holy Destination as the constant enemy revivals was incredibly annoying. The rest of the game is fantastic, and great writing throughout. This humor legitimately hits my funny bone, unlike other titles with M ratings that are more geared towards early teens. It is worth mentioning to do manual saves as we had a couple progression stoppers when playing the co-op mode.
