That's how they list it on their page. If you don't buy 10,and buy 9, it's 13.66 a roll.

You're right, it makes sense after click-through - but it's not explained in a clear manner.
I initially took it as $8.15/roll and when you purchase six you receive four additional for free which seems like quite the price. I just thought I'd politely comment on the ambiguity.
