Does anyone think this would work for running a Plex server?

yes. Here's some pretty extensive info on these tiny pcs.

I have a M720Q with 64gb ram and a 10gb network card. On ebay, some of these already come with a riser card, some don't, that you can add nic, or other small pcie cards. NOTE, these have 1 M2 and one sata, so can fit 2 drives, but, on mine with the riser card and nic, it sort of blocks the ssd so I have just 1m2. Many of these also came with wifi cards, they are cheap online too.
Great little networking machines.

Appears to be a good value, but the processor is old and doesn't meet Windows 11 minimum requirements. This means that a Windows update may not install thereby blocking all future updates such as security updates.

Win 11 will install an these no problem. These are business machines and have all the required hardware.

8 th gen processor was the minimum requirement for windows 11 installs.

PSA, always use schneegans for Windows installs, similar to most business environments with an autounattend xml file. Configured it to do the install exactly with what you want or don't want. There are very few systems post Pentium 4 that will not run Windows 11, I've tested every generation from Intel and AMD, security updates are fine. Will they change 11 in the future to counteract some xml scripts, not likely, and even if they do, there will always be more workarounds. Regardless, 8th gen Intel in this business unit is supported...

I was going to rag on this 8th gen CPU but for its age it's surprisingly competent. My main word of caution is the iGPU is pretty weak (would not use for demanding games less than 15 years old) and older CPUs like this lack support for the latest video codecs … major websites will of course will serve you a compatible codec but if you plan to work directly with video it can be an issue.

I'd recommend just going the Ebay route if you're looking for something cheap.. the HP Elitebook 705 with a Ryzen 2400GE is usually a better deal and can be found for close to around $100-$120 on Ebay with slightly less performance CPU but better GPU for games.
