At my place in back I can reach over A/C and bushes to turn on the water but it's kind of a pain to connect/disconnect a hose down below esp if A/C is running.

Yep, there's a shorty that goes to the main spool on those. Might be useful in laundry tub or one of those dog washing basins as well.

I have seen Amazon doing this few times on few products I have ordered in the past but they delivered it much sooner than the quoted time. It could be their standard boiler plate template for liability reasons?

It's a specific use case, not made to be a standard garden hose. Often called a lead hose for attaching two things together. Like I have a pressure washer wall mounted in my garage about 4 feet from my hose bib
