Either way, it's cheap as hell.
The TSC makes just about every compromise to get at the lower price, but I don't think you can find anything as large for $320-400
It isn't a piece of junk, that's for sure.
The biggest compromise is the depth difference, and the thickness of the steel didn't seem too drastic, unless you're really tough on your tools.
The slides were OK, but they also seemed to close with no extra effort. I didn't check if they were auto closing in the specs, but they did close without me pushing them all the way in.
So the tsc is a compromise, but you're not getting anything close to that large for so little
**EDIT** Looks like they are soft close, and can confirm it
**EDIT2** I should mention I couldn't test the TSC casters as the chest is tied to the wall behind it

This is clearly not a top notch quality box. It's relatively thin metal, and clearly built to a pretty basic spec. The slides seem functional but not impressive. Empty, the unit has a wobble to it, as expected for one this tall made of relatively thin metal. Will see how it feels with tools in it.
At $699, I would look at other options. This would not have been my choice, I don't think.
But at $399 assembled... This is a lot of space and functionality. Has the space and layout that most people want these days. Too much to pass up at this price point
Bottom line: those in the market for a cheap, decent sized box will be really happy. Those looking for their forever box, or serious / heavy users, Will prefer to spend money on better quality.

The HF is definitely deeper.
If you can get the TSC one for the extra 20% off, then the TSC one is an incredible value.
If the extra 4" depth is important to you above cost, then the HF one is the one to get
