Either way, it's cheap as hell.
The TSC makes just about every compromise to get at the lower price, but I don't think you can find anything as large for $320-400
It isn't a piece of junk, that's for sure.
The biggest compromise is the depth difference, and the thickness of the steel didn't seem too drastic, unless you're really tough on your tools.
The slides were OK, but they also seemed to close with no extra effort. I didn't check if they were auto closing in the specs, but they did close without me pushing them all the way in.
So the tsc is a compromise, but you're not getting anything close to that large for so little
**EDIT** Looks like they are soft close, and can confirm it
**EDIT2** I should mention I couldn't test the TSC casters as the chest is tied to the wall behind it

As for quality, it is thinner gauge metal but I think it'll be fine for home use. If you work in a professional shop, etc. I would say you would want something beefier. For $400 + tax (minus 11% CB), I'm satisfied.

US General is phenomenal and better in basically every listed spec than this.
