You don't HAVE to use the app, you can control the device from the camera, but the app is well designed and adds a lot of functionality, especially when the camera is mounted someplace hard to reach.
Good note on requiring an SD card, but that was common industry practice till recently. SD storage is cheap and reliable, though integrated memory in newer devices allows for faster startup times (never been an issue for me).
I've used a progression of DJI action cameras for a few generations (currently using the Action 5, Osmo 360, and Pocket 3). They have all functioned perfectly and I've never had any overheating issues, including when the camera was mounted to the outside of a vehicle all day long. Additionally, unlike the GoPros I owned previously, I've never had issues with DJI cameras locking up and having to be hard rebooted by pulling the battery. That happened all the time with my GoPros, which is why I'll never go back.
DJI has built an excellent ecosystem of cameras, drones, mics, etc. The ease of linking a mic to an action camera and it just working perfectly is a huge plus.
The Action 4 isn't the latest and greatest, but it's a solid performer and this is a good price. I'd especially recommend it for someone who needs a cheaper camera they can put into high-risk applications. Also, the latest generation DJI action batteries have longer runtimes (and I think improved cold performance) and are fully compatible with the Action 4.
It doesn't have any storage so you'll need a good quality uSD card.
It doesn't have a mount, so depending on how you intend to use it you'll need one of those.
Apparently you are required to use a phone app with it. Some reviews say that the Android version of the app is not in PlayStore and needs to be sideloaded.
A common complaint is that it can overheat and stop working, so it may not be suitable for very warm environments. This seems a common complaint for these types of camera.
Please correct me if I'm wrong on any of these.

The Osmo Action 4 is a compact action camera that stands out for helmet, vehicle, tripod, and other high risk mounting jobs, with strong 4K video, live view while recording, and easy pairing with DJI mics. It is also praised as a cheap B camera for travel, YouTube, and B roll, with vibrant footage and solid underwater use. The main tradeoffs are that it needs a microSD card, has no built in storage or mount, and activation and some updates rely on the DJI app. Battery drain and low light performance are also recurring limits, and a few reports mention overheating in warm conditions.
The camera can work well for helmet-mounted and high-risk mounting uses like paramotoring and off-road trails.
The camera can be controlled directly from the device, which reduces reliance on the companion app for recording.
The Action 4 can pair directly with the DJI Mic 3 without needing a separate receiver, which simplifies audio setup.
The camera can produce vibrant footage after color grading, which helps when shooting B-roll or travel content.
The Essential Combo lacks built-in storage, so it requires a quality microSD card for recording.
The camera's activation process can require the companion app, and it may limit initial use before activation.
Android users may need to sideload the DJI app, which can be a friction point if Play Store availability changes.
The camera can overheat or shut down in warm environments or under certain conditions, which can disrupt shooting.

The action 5 obviously has more features and definitely shines in low light situations, but for the price this is still nice!

I used the app to set it up, but haven't really touched the app since setting it up about two years ago. The camera itself is excellent, and the image quality is great. I actually bought a Sony ZV-1F for B-roll footage, and after using both the ZV-1F with an ND filter and the Action 4, I was surprised that the Action 4 footage looked more vibrant after color grading.
Another big plus is that you can pair it directly with the DJI Mic 3 without needing a receiver. Just pair and go.
My only real complaint is the phantom battery drain. Battery life is good while using it, but I'll fully charge it, use it for five minutes, then come back two days later and it's already down to around 20%. At least with mine, the phantom drain is definitely real.
Also, DJI is a little generous with the low-light claims. It's okay, but you're still not going to get great video in low light. Mine struggles with indoor shots around 4 p.m. when there's no artificial lighting.
But as a cheap B-roll camera, especially when the lighting is good, it's perfect. And if you want to vlog with the least amount of gear possible, it's a really solid option.
