I have this. If you cut the 'fabric' the woven plastic material will unravel creating a big mess. I do not recommend this if you're going to cut it to size.

What if one "cuts" with a mini torch that will melt the plastic & cut at same time...?

I was going to do the 'hot cut' but the extra equipment I'd need to buy wasn't worth it. And, I wasn't sure it would work without burning it up!
I needed 4 cuts to fit veggie garden raised beds. I wound up under-wrapping the cut ends before using U-shaped stakes to secure the 'fabric' in the soil.

Beware of this type of weed barrier it's tight enough that water has trouble going through.
