I don't think I would find this useful since you have to take off everything above it to open it....am I missing something?

Depends. If you are using this in your home garage, then definitely get the drawers so that you don't have to unstack to get stuff out of the bottom one.
If you take your tools elsewhere, a box like this can be advantageous because it can hold more stuff and is completely weather tight. I load up the packouts I need in the back of my truck, stack them up when I get there, roll them in, and then unstack and open all the boxes at the specific location of the work I need to do.

I think it depends on your use case. If you're a tradesperson constantly juggling equipment between worksites, packout is probably really ideal. For mostly home/DIY use, there are likely better (and cheaper) options.

Yep. Always struck me as stupid. They make a rolling drawer unit now though and it's pretty nice.
