In the highest mode, the Sport mode:
It does 19mph easily on a perfectly flat road, with no wind, and with a full battery.
Also, it'll depend on the person's weight, up to 185lbs it'll do 19.
As the battery drains to less than 40% it'll probably go up to 15mph.
At below 40% to 20% it'll have trouble going up steep hills.

For the difference of about $25-$40 for the above features, assuming one gets the various cash backs, this is a great scooter.
Riding a scooter with solid rubber wheels, that is all the inexpensive scooters, is a painful exercise without shocks in the front and rear.
An electric scooter with a 42V rating, like this scooter, typically refers to a 36V nominal lithium-ion battery. These batteries operate at 30V when fully depleted and reach a peak of 42V when fully charged. They are the standard for most popular, lightweight commuter scooters. So fully charged will achieve the high speed of 19mph, and dropping below 40%-50%, the top speed will decrease to around 15mph, with further loss in performance when dropping to 20%, like trouble going up steep hills.
Lithium batteries, scooters, cell phones, etc., require care to avoid fast degradation:
- Avoid Zero Percent: Lithium batteries degrade faster if you frequently drain them completely. Try to recharge them before they drop below 10%.
- Storage: If you aren't riding your scooter for a few weeks, store it with the battery at about 50% charge in a cool, dry place.
- Let it Cool: Never plug a hot scooter in immediately after a long, hard ride; let the battery cool down for 20-30 minutes before charging.
