yes. GOG is owned by Michał Kiciński, one of the original co-founders of both GOG and CD PROJEKT. The games are DRM-free. The main complaint people have is there's a 200mb storage limit per game which is fine for 99% of people/games from what I understand.
if you want to save your game file saves in the cloud then there's a 200mb limit. Even steam is 100mb from what I can tell so you'll probably never worry about this.
Definitely get the ultimate. Phantom Liberty is some of the best content of the game and many of the same writers are currently working on Cyberpunk 2. Idris Elba is great but the entire DogTown area adds a lot.

If you don't overwrite saves often it's very easy to use up the 200MB. I make a lot of saves in RPG games like this so I can go back to replay certain sections if I want, and I easily used the full 200MB so I had to just turn cloud saves off completely. Each of my saves near the end of my playthrough is about 6.5MB for reference. Early game saves seem to be about 2-3MB. My total save folder is 3.7GB. This isn't going to be most people but gives some context.
