VIPOUTLET is legit and is probably a subsidiary of Walmart. They ship from Walmart's warehouses and customer service is also owned by Walmart. I had to interact with their customer service just last month and they were all Walmart employees.

The title doesn't specify ANC but the description and specifications do mention that it has ANC, not sure if this is trustworthy but it is sold by Walmart.com
Edit: Turns out the seller is not walmart but VIPOUTLET, they just used Walmart's name which is indeed very scummy

The ANC link i found is @$117.40 as fair condition.
I got one W ANC at local target brand new for $80.
