If you actually plan on using a ceiling fan, you should buy a real one, instead of this thing. Good ceiling fans being cowless is a core part of how they work, they're pushing air outwards as well as down, while drawing air in from above. Creating two layers of differentially moving air. This is a perfect storm of bad design: tiny blades, poor pitch angle, and a cowl. Ick.
This genuinely seems like a ceiling fan for someone that doesn't want or need a ceiling fan. Which I find confusing.
