Community Reviews
Street Fighter 6 Years 1 to 2 Fighters Edition bundles the base game with two years of DLC, and the package is strongest for players who want a full fighting game roster and extras at a low entry price. The character creator is described as very flexible, and the open world campaign is called surprisingly fun. The main drawback is that the game uses paid character DLC, with no easy in game unlock path, and the key card format requires an internet download before play. The deal also appears to have expired at some stores, so timing matters.
Fighting game fans who want a flexible character creator and an open-world campaign, because both modes are unusually strong for the genre.
Players who want the base game plus two years of DLC in one purchase, because this edition includes Year 1 and Year 2 content.
Series fans who plan to play online, because the game needs internet access after using the key card.
Collectors who want all characters unlocked up front, because the remaining DLC years are still paid separately.
Offline players who expect instant play, because the game cannot be played without internet and the download can take a very long time.
Casual players waiting for the complete package, because a cheaper all-in sale may still be years away.

I feel like it's kind of pointless to buy now. If you are a fan you probably bought it day 1 or close to day 1. If you are a casual, you might as well wait until there's a sale that includes everything. Just be prepared to wait a few years for that deal.
