It's really hit or miss. I bought M4 in fair condition and it was really like new - someone mistaken a fuzz or eyelash for a screen scratch. The other time I tried to get a Samsung tab s10+, fair condition was missing the packaging, pen, charger, and it was a demo unit with potential LED burn in.

Unless the policy has changed, I have never been charged a restocking fee for open box returns. Granted it was around 2 years ago when I last returned an open box laptop.
