should be if you don't get too crazy. 24GB isn't a huge amount but it's plenty for several linux systems, containers, and maybe one decent sized windows vm. My question is if that Radeon 680M is good for transcoding so that I could get away with an AMD system vs an Intel CPU with Quicksync or if I should still hold out for one of those.

Apparently, they are not good vs Intel CPU with Quicksync. I will continue looking.
