Does anyone know of an app for the PC that can help determine if the cable can truly perform at the rated specs? I'm told there's one for Mac but I don't know its name. Want something similar for a PC. Thanks.

Duh. It's marketed as a charging cable. Any cable marketed as a charging cable should be assumed to be low-speed data unless otherwise specified.

Cables offering 100W+ AND high speed data usually aren't this cheap, at least not from reputable brands.
