The issue with this bag is the color. It's a great bag otherwise that meets most personal carry requirements while also expanding to carry more when needed.

This is a great deal on a great product. I know $50 is not cheap but osprey bags are durable will last a long time. I use mine regularly for many different things and I'm incredibly happy with it.

So the bag is normally 20L, and it can be stowed under the seat. And it can be expanded to 26L and that goes in the overhead bin only?

On US carriers, anyway, I can stuff the 26+6 under my seat even when I have it expanded. It is a fantastic bag that has a cult following for good reason.

Normal bag is 26L, expands to 32L. Different carriers have different rules on what size bags qualify as "personal item" vs carry-on for overhead bin storage.
FYI Ryan Air will flag it if you've got it expanded and packed to the gills (learned the hard way). That's a £70 oversize fee.
