While I don't think it's horrible (I had this one or probably it's predecessor... can't remember the model but it was a Thermaltake that looked just like that), it's only marginally better than a stock cooler. It would be okay for a use case where you simply don't have room for a tower cooler, have a fairly low power CPU, and want ARGB for whatever reason.

But yes, I agree that you should buy a better cooler if you can afford it. You can get a plain jane tower cooler with a 120mm fan for the same price that will vastly outperform it. Even my little Thermalright tower cooler (the one with a 92mm fan) does pretty darn well for what it is, and it cost me $15.
