Regular Hot Wheels are the basic mainline cars — usually around $1–$2 each, plastic wheels, simpler paint/details, and mostly made for collecting or play.

Hot Wheels Premium are the nicer collector versions — usually metal body + metal base, Real Riders rubber tires, better paint/detailing, and often licensed/pop culture cars. They usually cost more, but feel a lot higher quality.

So basically: regular Hot Wheels = cheap/fun/basic. Hot Wheels Premium = better detail + rubber tires + more collectible.

Thank you for that explanation. I was wanting to get back into collecting these Hot Wheels like I did as a kid, but my OCD couldn't get over how cheap some of them looked. I had no idea they had a premium line. I'll try a box and see if it tickles my inner child (wait... you know what I mean). woot

I remember receiving a set of hot wheels like this one back in the 80s, it was probably $10 tops. $161 MSRP is crazy, who's buying these?

It's just for collectors. This is a premium version of those. My guess is that this detailed of molds, paint, quality, and lower total sales drive up their manufacturing costs so they have to sell them at a higher premium.

Fair warning... VIPOutlet is walmarts return/refurbished/open box storefronts. Found out the hard way after received items that were opened, crushed box etc. they do mention on fine print and people may miss that. it fine if you want to save a few bucks, but your item will not arrive to you in new condition.
