I'd say no unless it's for the enthusiast, which then aren't buying this CPU. Still a good deal but doesn't seem any better than my i5-10400F.

DDR4 kits have come down in price a bit. used at least and there are still new AM4 boards being made. Though, I'd be inclined to just import a $40ish 3500x for an bare entry gaming level setup.

I guess there's probably a bunch of Zen/Zen+ owners who want to move to a W11 compatible chip without mucking around with the secondary market who this might be fine for.

This is currently the best "budget" cpu on the market you can buy new. Considering AMD still supports AM4. And through thrifty shopping on Facebook marketplace, Craigslist and eBay, you can buy memory, SSD, power supply pretty easily for reasonable prices on used parts. But cpu and motherboard I would buy new... ram is hardest thing to source for reasonable price. I just remind myself that I built a computer in 2021 during the GPU shortage and paid 175$ on crucial ballistix memory. And I saw a pair on eBay last week for 150 and convinced myself that was a deal lol.
