These will charge phones and tablets just fine. It just means that it may take around 2 hours to charge your phone from 0 to 80% instead of 30-60min. Things like watches and headphones have much smaller batteries and have even less benefit, if any for more wattage (though they might benefit from the flexibility offered by PPS). Portable power banks will charge just fine, especially if they can be left plugged in overnight. And other gadgets like cameras, gaming controllers, wireless mice, and more all charge just fine with 10W as well.
Another really good use for chargers like this are powering LED strips and internet of things (IoT) devices. Things like these often need a tiny amount of power. But they do need power, and USB connectors are nice since they are such a common standard.
One last thing, full size USB-A ports like these are far from obsolete. MicroUSB was effectively replaced by USB-C. But the larger USB-A connectors are still present on things like automobiles and PCs, and they won't be going away any time soon. For lower-draw use cases like these, basic USB-A cables will be available and in use for a long time.
All that being said, 10-12W is almost always a poor choice for a laptop. Some devices, like travel routers, require more power than one of these ports can supply. And although phones and tablets work great with these, most can now take advantage of higher wattage for even faster charging.
TL;DR: This is a good deal. These charging ports and speeds are still very helpful today. But, there's nothing wrong with avoiding plugs like this if you want a higher wattage. Even if it isn't necessary.
