My theory is that , those who cancel their subscription after taking advantage of first order discount do not get coupons anymore. The purpose of promos/coupon on first order is hope that you will be hooked for normal price next deliveries. But, people canceling it and then reordering it again only with a discount again defeat their purpose of making money. So, this not offering Qs anymore, I believe is a way to either to cut their losses on deeply discount offers or force you to pay high for their maximum profits.

They stopped offering coupons to my account at some point too and I almost never order S&S (mostly to burn site-wide coupon that interferes with my hunting). At the same time they heavily advertised business account to me. I think they mark some accounts as business-related and hide coupons for them. But they also hide S&S more and more in general. Long ago they advertise S&S savings in search results and now this is gone. They also sometimes hide S&S option at all on product pages even though you can still set it up via special link.

They restore access to coupons for my account from time to time but I can not see any pattern to this
