Other than simply telling the story, the author's primary purpose is clearing Oppenheimer's name of the accusations from McCarthy and other small/jealous men that his left-leaning associations/comments/philanthropy represented a security risk large enough to justify essentially ruining his career (and losing his massive scientific and administrative talents).
As a result, the highly-detailed "here's why these accusations are invalid" arguments get a bit repetitive after the first few versions. It's valuable information and necessary to tell the story, just breaks up the narrative flow a bit.
