I see these often for campers/RVs/mobile home parks. They can't do mini splits, dont have standard windows for windows units, or their overhead units died/too expensive.
Maybe you didn't catch that this is a wall unit, not a window unit. Much easier to put a 2.5" hole in a wall for a minisplit than sticking this whole thing through. The window units are necessary sometimes, yes.
really it comes down to cost considerations and installation feasbility:
1) when you already have a wall sleeve from a previous installation, so it's more cost effective to replace the old broken one with a new one like this. we have a rental property where the previous owner many years ago, cut through the brick and installed a wall sleeve for an A/C. when that A/C broke, we removed it and installed a Friedrich through-the-wall A/C into the existing wall sleeve, and done. total cost was $450 at the time, vs thousands for a mini split install
2) you are unable to put in a minisplit due to installation constraints (ie hotel rooms or condo units that have balconies or other structures that prevent running linesets and there isn't room for the condenser unit to sit on the outside). also HOAs which didn't allow window A/Cs many years ago but allowed homeowners many years ago to install through the wall A/Cs, have CC&R's which reflect only the replacement of existing wall sleeve A/Cs and not the installation of mini split units (to maintain exterior conformity)

You buy this only when you have to. When mini-split isn't an option, like in an apartment. This is a great price for what it is. But I hate them. Super expensive in general.

I understood it completely well. What I was pointing out is that many people in apartments can't modify their apartments because they are rented or a co-op or a condo and they don't have the option of going with a mini-split.

People who use these already have through the wall air conditioners installed. You are correct that for a brand new installation mini splits are superior though have a more intricate installation. You're not going to be able to install a mini split easily if you're on the 12th floor of an apartment building for example.

God stuff is expensive now. 2021 I paid $400 for a 22,500 BTU dual inverter window ac (mounted in the wall like this)
Isnt that very energy inefficient because window units suck outside air through side slits and push through back to cool the radiator. Putting window AC into wall will suck instead house air through the wall then push that outside.
These in-Wall AC you can see has sealed sides to prevent the energy loss. it cools radiator though the back only. made differently.

I was totally thinking the same thing. Not only that but you likely have to get permission from building owner and/or HOA for a unit visible from the street.
