I don't have any experience with the Garmin watch. I did get my 6 year-old set up with an Apple Watch. $78/yr through US Mobile. Let's me call him, he can call me, and I can see where he is. Siri lets him send me texts, too. It's given him a lot of freedom and me a lot of peace of mind. It was my wife's old watch, so there wasn't much cost involved.

How much could you have gotten for that watch on ebay, and how is the battery life on it? This is all kind of apples to oranges.

I'm simply relating an experience. If you care about how much a used watch goes for on eBay or what the battery life is like, go ahead and figure those things out for yourself.

I was given a new watch for free. I would recommend going that route if possible. That's what worked for me. 🤷

Yes, reluctantly. There's a school mode on the watch that's set to turn on and off with the school day. I get a notification if he turns that off. He's been very good about only using the watch when and how he's supposed to. I control all of his contacts and watch apps, so it's not as though he has a lot of options.
I looked into this for my future-6th grader. Garmin's plan is $99 and it seems that it's basically worthless without their plan. I bought my son a new-open box Apple SE2 off VIP outlet-- 40mm/cell for $130 and will pair with my wife's phone on the child account with a watch spot on our plan. His older Garmin watched crapped out after a year too.

But did his school allow it per policy? It doesnt matter if the watch is on or off or even fake. The other kids will cry when seeing it.

Yes. As I said, there's a school mode that turns on at a set time and off at a set time. The watch doesn't have to turn off.
If a watch makes other kids cry, that's on their parents for not teaching basic life skills. Good grief. None of my son's classmates seem emotionally triggered by a watch.
