I am seeing that offer at my address, but I already have AT&T Fiber, can I cancel my account and make my mom signup for new account? Will that work or is there minimum waiting time?

Yes. You can do that. But cancel first and set a disconnect date.
Then sign up, wait for a activation date. Then call in so they can move that date up to the day after disconnect.
Att typically disconnects at 2pm, and you'll have to wait for midnight to activate.
Also ATT does not prorate the last month.

Insert mandatory "no one needs 5 gig internet" comment (which is pretty much true if you switch it to say most people don't need it)... but $50 is cheaper than most gig plans, so why not...
New residential AT&T Fiber customers with an eligible service address in select markets will receive a $75/month discount on Internet 5000 ($135/month) for 60 months. Pay full plan cost until discounts start within 1-3 bill periods. After 60 months, plan auto renews at then prevailing rate unless canceled before the end of the promotional period. Discount ends If you move service to an ineligible service address. Employees, retirees, and residents of bulk-billed multi-dwelling units not eligible.
