lol.. portable ac's are usually advertised as 2-in-1, which is fan and cool.
when i saw 3-in-1, thought heat as well?!

3 and 1 in this context normally is referring to dehumidification. There is often a dehum mode built in which is going to slightly cool but with the main goal of lowering RH% (normally via slow fan speeds across the coil and also cycling the compressor).

In theory you would think it should because the compressor would be off for much of that time but the fan could be running nearly constantly depending on how much humidity (and these aren't purpose built dehumidifiers) so who knows how much of that savings would be offset but the fan running much longer. The fan will use far less power vs a compressor though.

If you really needed a dehumidifier, you might be better off just buying a purpose built unit since it will likely do it better and faster. Now if you shampoo your carpets and just want to help them dry out faster, this might be good in a pinch.

FWIW, I have no idea how much humidity this type of unit actually removes.

A Freon A/C is designed to remove humidity already as it is. As the Evaporator(Evaporator Coil) is running, it's cold enough to condense indoor moisture and it drips that water outside or down a drain. The higher the humidity, the more water will be caught and removed.
If the fan is running only, no water will be caught on the Evaporator coil once it starts to warm up.
Growing up in Central Texas, we had the window/wall Freon AC units. The more humid the day was, the more water would be removed from inside and drip below the outside part of the AC/Unit. Outside It also would blow hot air. (Condenser coil)
Sometimes the Evap coil would get so cold, Ice would form.
My central AC does this also, but it flows into a drain indoors.
