I believe the $x.00 pricing is a manager special. The $x.97 pricing is costco official clearance. I could be wrong though.

Actually original post is correct, $x.97 is official clearance, but you're also right. It is not across the board when things are marked for clearance. I travel for work and have seen things on clearance at one Costco that are still regular priced at a different Costco, or have seen different clearance prices between stores (ex. 9.97 at one location, 14.97 at another etc.)
