So how does one recharge a spent consumer grade fire extinguisher like this, and is it actually cheaper to recharge it than simply to buy a brand new one?

I've called around and while it is possible to recharge, it's cheaper to just buy new.
Fire service companies focus on commercial extinguishers and don't generally service First Alert extinguishers, even with the metal valve.
