Should work for an American airline. Probably won't work for Europe where carryon allowance is enforced.

If you have priority boarding, this one will slip through. For the rest, 50/50 whether they call it on the extra 1/2" dimensions.

Softside luggage for life. I'll never understand the allure of clamshell hard side luggage. Why do you think the most experienced travelers in the world (pilots) all use softside luggage? Because it's superior in most ways. Unless you are frequently traveling with something highly breakable (wine bottles, maybe?) go with a high-quality softside brand, and you won't go wrong.

In the US? I've never had them stop and make me pay using a 22.5". However, yes if you're at the end of boarding they could ask you to "check it" for free generally. It's possible for airlines for reverse their lax stance though.

My carry-ons are both oversized at 22~23" x 14.5" x 10.5" and have never been stopped for size. Even on Aegean Airlines' Dash 8 it would fit in the overhead bin. Weight on the other hand really depends on the check-in agent. Most don't ask to weight it and those that do, it's 50/50 if they want to check it. Middle East airlines are the worst offenders at weighting carry-ons.

I fly 12~20 times a year, evenly spread between domestic, Transatlantic, Transpacific, and within Europe and East Asia.

In Shanghai, right before security it wasn't even airline that weighed the carryon. to get into the security queue you had to go by guards that had a scale and weighed all bags regardless of airline. If it was too much you get sent back to check your bag. They didn't ask the airline I was flying.

I've never had my bag weighed by a ME carrier before. In Europe I've had Air France and Vueling both weighed my carry on bag.

Never had it weighed by North American or South American carrier. In Africa they are super strict if flying bush flights and weigh all bags and you.

Transit through PVG or flying out from PVG? I transit through PVG a few times but never had to check-in because I am transit flyer. Chinese airports often have strict rules so I am not surprised but how they know if your airline allows 7 kg, 10kg, or 15 kg?
