Steam: Unable To Download; Change Download Region To Fix

All,

I was trying to download a new game from Steam, but I was given "Connection Time Out" and "No Internet Connection" error messages every time I tried to refresh. Asking Gemini, it said the error messages are generic and may not necessarily mean *my* internet / PC is having problems.

The first suggestion was to change the download region. I did and it solved my issues. Below is the Gemini output, with three suggestions:
  1. Change Your Steam Download Region
  2. Clear Your Download Cache
  3. Flush Windows DNS Cache
The formatting sucked when I pasted from Gemini. Attached is a screen shot of the suggestions.
