Not sure what the deal is here, I see $16.98 as the regular price all over. Lowes, Supplyhouse, etc....

EDIT: SupplyHouse now has it for $15.44 , even cheaper....

$30k+ cars are not apples to apples with $10-17 bit holders, either.

No. Some HF stuff is crap (but their warranty is great). A lot of HF stuff is a cost-effective alternative to name brands. I would probably trust a bit holder extension from HF either way and I seriously doubt anyone is a Harbor Freight "shill" according to the definition.
