"Is the 365 unlimited package for the whole year?"
Actually...yes. Surprising! I know!
Usually Track Phone has a 1500/min per year scheme where it's a meager amount, unlike other countries with normally generous limits. This package has a pity 12gb of data for the 12 months, but unlimited talk and text.
Some might argue that's fine, they're on WiFi most of the time -- but hey, I don't need a car since I have mass transit. I don't need to buy food if I'm under a meal plan. And so on. It's amazing what you don't need when someone else is providing it, like someone else's network for a MOBILE device.
Some argue these are great for a "spare/backup phone". I can't tell you a single time I had something go wrong with my primary device, in such that I needed an active spare sitting around - but you do you...! Some of us grew up in the era of "we have a single corded phone mounted to the wall, no such thing as an answering machine." We survived without a magic rectangle surgically attached to our hands, and so can you. I believe in you.
"When does it unlock?"
AFTER 12 full months of ACTIVE PAID SERVICE. On paid month 13, you can request the device to unlock. Yes, it used to be different. Elections have consequences. I'd say file a complaint with the FCC, but you might be put on a list. And I might too for instigating pro-consumer action. In 2026, the squeaky wheel doesn't get the grease --> it gets replaced. (Just look up the Lattimer Mining Protest of 1897. And that was 129 years ago.)
Do you frequently buy locked phones, wait a year, then use the phone on another service? Sounds tedious. Why not just buy a phone for that service provider? Even if it's marginally more expensive, it can't be all that bad. You know what the kids say -- BUY ONCE CRY ONCE!
...until Planned Obsolescence makes you rebuy in 2-3 years! (Seriously, these things rarely last until month 36 of daily gentle use.) And this "I"-Phone was released in October of 2020. That's a six-year-old device. Hope it didn't degrade while in storage.
"Why don't they have a good referral bonus anymore?"
A scheme for new customers. Like with all good things, too many people abused it. So, Track Phone cut the bonus to a negligible amount.
Community Reviews
This bundle is mainly a cheap way to get an iPhone 12 with a year of unlimited talk and text and 12GB of data to use over the full year. The phone is brand new in the box, and the total still looks attractive versus buying a used iPhone 12 outright. The main catches are the 64GB fixed storage, the older 2020 hardware, and the fact that the phone stays locked until after 12 full months of active paid service. TracFone also can deactivate dormant lines, so it works best as a backup or light-use phone.

If you want to be safe, sign up for the Rewards program using a.referral code (we can't post those here) when you activate and you should get over 1500 points. This is enough to redeem for another month on the 1GB plan. There seems to be a screw up at TF and it's only giving 250 points in July. I think it was supposed to be an EXTRA 250 points for USA 250, but whomever implemented it, messed it up. Hopefully it'll be at least 1500 in Aug.

EDIT: Seems like you need to request unlock now and it's not automatic. Also you might have to buy 13th month of service? But I don't see a reason why calling from outside US would be a problem to unlock. WiFi calling works fine.

This isn't a bad deal. A year of cheap service with 12GB to use flexibly over 12 months is probably worth $40 or $50 to some people.
Anecdotal but in my experience, de-prioritized service on Verizon's network (EG Tracfone) is really annoyingly sluggish quite often. If going with an MVNO for service (on any network), you are likely going to have data service de-prioritized, but on T-Mobile's network, this "slow-lane" access seems to be quite a bit faster. Just my experience with Tello (T-Mobile deprioritized) vs Tracfone (Verizon deprioritized).
Supposedly, there is some technical explanation for this and I am not just imagining it. IE, the way prioritizing works, the amount of bandwidth to go around, and how many users typically are trying to share it causes de-prioritized service on Verizon's network to regularly feel very very sluggish.
FWIW I believe to get "fast-lane" (IE prioritized) data service on Verizon's network, you need Verizon postpaid, Spectrum Mobile, US Mobile Warp, or Visible+ (there may be others).
Phone calls' "data" is always prioritized so call quality should not be affected, only "general-purpose" data.
90 Days
60 GB Hotspot Data
Unlimited Talk
Unlimited Text
Which saves $36, but will not qualify for unlock without additional purchase. (I know you don't care about unlock, but for other people who consider selecting this plan.)

As far as the physical Visible SIM working on it prior to unlock, I don't think so. I've done this with several Motorola and Samsung devices, and it works fine. But it seems that others who have tried it with iPhones say it doesn't work.
