I didn't realize ref code was imp for this, otherwise I'd be highlighted it. Couple of things you can try

1. Few years ago some became an "exsisting" user by ordering and cancelling so you can try it.

2. You can open another account with ref code from the current account and do the deal on the new account after 21 days. If Fi repeats what they did in past year, this deal will continue past Aug 27th.

3. Wait it out, you will be considered an exsisting user at some point, I am not sure when.

Reporting back. I see the discount as of yesterday! 43 days after I signed up for Google fi. This is bizarre and I have no idea what triggered it. I opened a ticket with Google fi back on August 5th and even after multiple escalation and all kinds of screenshots, the support were extremely unhelpful. They first told me no such discount exist and later said that I would only become an existing customer after 180 days..LOL just all kinds of BS.

I almost gave up, but yesterday I checked it again, and I finally see the instant discount.

I am not sure if this is related to referral and I don't have an explanation.

Thanks for the update. I think now we know that it takes 43 instead of 21 days to become an existing user if you sign up without referral and I am glad that you are getting the deal now.

Thats pretty accurate. 21 full days pass and then their system that updates it maybe runs in batch once a day
