Short answer: Releases from boutique labels like Arrow focus on premium physical experiences for those who want more vs just a movie on disc/digital code.

Longer answer:

1. Licensing
These boutique labels pay for licensing the film first, to work with the material.

2. Restoration.
A 4K scan of the original negative, frame-by-frame cleanup, a colorist grading it under supervision (often the director of the film or someone with the knowledge and expertise to do it properly). Sometimes the label pays for the scan outright because no studio ever bothered.

3. Extras
Extras are their own production. New commentary tracks, video essays, interviews etc. All of which needs to be paid for; Including the talent involved in these.

4. Packaging
Often includes additional physical items meant for fans of the film. Slipcases, bound booklets with commissioned writing, fold-out posters, and reversible sleeves. These are often thought to be what is being charged for but usually are a small part of the additional costs associated with a re-release

5. Small print runs
These releases are often produced in much smaller batches vs traditional releases. As such, the above costs are spread over these smaller runs vs a larger studio, which spreads costs over 40x as large of a run.

There are additional smaller costs too like licensing tech like Dolby Vision and Dolby Atmos. These are not huge costs but they do exist. More importantly, when you have the equipment to play these movies in for example Dolby Vision & Audio at 4x the bandwidth; It really does become a different experience.

25 bucks for a 4k isn't that expensive.I feel it was always a premium format.Also I lot of studios aren't releasing disc for the format anymore so your going to pay more from the ones that do.
