No, it wasn't. That deal has a completely different entry level micro ATX Motherboard from Asrock vs this one having ASUS TUF Series Full ATX motherboard. Check the specs before claiming something.

while true.... is there a massive difference for the MB in the same CPU configuration?

Depends on the board type/series. Better overclocking on ram. Better thermals and components. Longevity. I'm personally not a fan of MSI products(certain series they cheap out on the components on the board builds), which that deal was for $450. I actually got the Gigabyte board deal for $480. The +$30 was worth the massively better ATX board vs a micro junk low-tier MSI board.
This Asus board actually pretty great and the memory is a tad bit faster on timings from prior deal. Though mine OCed to about these timings maybe a bit faster from other memory. They basically same chips just this one has RBG lightning for RAM. Which I don't care about at all. Some do though.
The $450/480 deals were a steal but for $550 it still a great deal because prior didn't have cooler included. Only looking about $30 price difference with great board/faster ram(RBG if you care) and cooler which you will need anyways. I actually still air cool because these are low thermal builds.

I highly doubt anyone overclocking memory is looking for deals.... they are the type of people that get what they need, similar to buying a 5090

Memory performance matters a lot when prices are sky high. Getting 10-22% more out a board is a pretty big deal. It could be the difference between and expensive upgrade now or cheap upgrade later. It's all use case and application specific. PC builder's/engineers/programmers are notoriously cheap. I should know I've built 100's probably nearly 1000 PCs by now for various individuals. They love a deal and better boards to mess around with.
