That's like saying the wine doesn't come with glasses, that's extra. Multi packs of tape like this are sold in bulk, not with a dispenser. BULK PACKAGING. and the title is accurate.

I buy multi-packs of Staples brand tape with those disposable plastic dispensers, so thats what I was expecting.

Because if it had a dispenser it would say so. look at tape listings. and you're complaining about the price, it would be double or triple that price if each roll came in a dispenser.

Rolls with no mention of a dispenser means rolls only. always been that way, especially when you see a listing for 12 rolls.
