That's like saying the wine doesn't come with glasses, that's extra. Multi packs of tape like this are sold in bulk, not with a dispenser. BULK PACKAGING. and the title is accurate.

Rolls with no mention of a dispenser means rolls only. always been that way, especially when you see a listing for 12 rolls.

Otherwise, the default expectation for bulk rolls sales is no dispenser. It has indeed always been this way. An included dispenser is a bonus situation, not a standard expectation. Research past deals if you STILL don't believe it. You just need to change your expectation.
