Pretty good price, and a choice for consideration if you are in the market for this type of bike. I wouldn't purchase unless you have a local Scott dealer for support. Dealing with Scott for support is enough of a nightmare for the dealers themselves. I couldn't imagine the additional difficulty of trying to do that as a consumer.

The type of pedals, at this level of bicycle, is a very personal choice. If this bike came with pedals, chances are pretty good that they'd be the wrong ones for the buyer, so they'd have to take them off and put on their pedals of choice anyways. Selling bikes without pedals allows them to be a little bit cheaper and avoids this potentially wasteful 'wrong' pedal scenario.

That being said, many of these bikes, though I don't know about Scott specifically, do come with "test-ride pedals", which are inexpensive plastic platform pedals that will allow the bike to function until the real pedals are chosen and installed.
