Walgreens Change Register Rewards?

I mostly coupon online when it come to walgreesn, but lately they haven't had as many walgreens cash deals so I did a deal that produced a register reward. I've used register rewards for many year and they always applied basically to anything in the store. Yesterday I bought 3 crest products and received a register reward for $5 off. When I tried to use it on something else they said i couldn't because the register reward says $5 off your next Oral B, crest purchase. Are register rewards no longer like cash that can be used on any product. They said I had to use it on Crest items, which now means I wouldn't be able to roll my RR. I have never had this issue before and I can't find anything online about this policy.
