ASUS Prime RX 9070 16GB OC is a strong value play for 4K gaming, especially if a little tuning can push it close to 9070 XT performance. The price is viewed as only slightly above MSRP and still competitive against current Nvidia pricing, with the 16GB model seen as better value than a 5060 Ti 16GB. The main drawback is that nearby 9070 XT deals can land close enough to make this less compelling. Case fit also matters, since some competing cards are described as very large.
PC gamers chasing near-9070 XT performance, because a few minutes of tuning can push this card close to that level.
4K players wanting strong value around $500 to $600, because that price range is described as the best bang for the buck for 4K gaming.
Builders comparing current GPU prices, because this card is still framed as reasonable versus today's inflated alternatives.
Overclockers who like quick tuning, because it can be pushed close to 9070 XT performance with little effort.
Small-form-factor builders with tight GPU clearance, because some competing cards are over 12 inches long and may not fit every case.
Shoppers waiting for a much cheaper non-XT 16GB card, because sub-$600 pricing is described as already gone.
Value hunters expecting a clear upgrade over a nearby XT deal, because a 9070 XT around this price is described as the better buy.
Budget-conscious gamers who need the lowest possible entry price, because the 9070 XT is said to price many buyers out.

Given the absurd new Nvidia pricing schemes, this is a solid deal. There's no way that AMD's cards retain these prices for long. Get it while you can.

I got my xfx mercury 9070xt for 650 back then so i am pretty happy. Nvidia doesnt seem like they care to announce another card anytime soon and the same with amd.

This is coming from a dude who bought a 5080 for $930 Nov. of last year before AI prices pushed them into almost 5090 territory against everyone saying the Supers were coming out in Q2 of this year. Horrible price to performance but I didn't mind at the time nor could I have seen AI prices destroy the GPU market. Also purchased the Powercolor for $650. I was lucky. So it's a gamble to get it now or wait. I would wait. The market seems to be correcting a bit as demand goes down.
